Description	Non-profit social internet service #interception is created by Minsk police and Astronim* as a mechanism to counter wrongful acts of the citizens through the Internet. Mission Mission #interception - not so much to organize online interaction with law enforcement authorities, but to create a civil society, that is self-regulated by the mechanisms of the Project and Social Networks. Mechanics The project is based on the principle of information exchange (text + photo + video) and the organization of social relationships with law enforcement agencies through social networks Twitter + Facebook + Twitter page. These principles endue project "Interception" with the signs of social network focused on law enforcement. Online service is designed to accommodate ciizens' photos, videos, reports of violations, car accidents, etc. Solution - To create in a public domain zone website perehvat.gov.by, combining messages of crime witnesses and response system of Minsk Police. - To run in social networks and mass media the system of tags, so-called 'operations', as #interception #trafficlight #autostuff #dr (driving regulations) and others that unite society against dilinquencies - To offer the society a mechanism of self-regulation of law and order by tagging violators. Implementation The project was implemented on the principles of adaptive design. It works in one version on mobile and stationary devices with access to Internet. Messages that come directly to the "Interception" site or scanned by special social networks oftware through tags #interception and others are pre-moderated. After checking the message appears in the hot "red stream" . After the reaction of the competent authorities the reports on them are published in the "blue stream". The project is unique in the way that it is a mass public initiative that has covered all the levels of the Ministry of Internal Affairs. Moreover it provides feedback of appropriate enforcement authorities to the reports of users. In addition scaling from originally Minsk project to all cities of Belarus has been realized. Client software that quickly tracks and delivers automatic messages reflecting situation in the exact regions is now being installed in enforcement authorities' offices across the country . The service for registering users and car numbers is now being programmed. After that car owners and citizens who are registered will be automatically notified via SMS, if they appear in #interception stream. How to become a member of #interception If you witness a crime, you have two easy ways to become a member of #interception community: 1. To post on Twitter (or in the appropriate groups on Facebook/Vkontakte ) your message. It may be with photos and video but obviously tagged with the type of violation and geolocation. After pre-moderation messages automatically apper in the #interception stream on perehvat.gov.by 2. To visit the adaptive site of the project #interception perehvat.gov.by from any device and publish in the red stream your message. It may be with photos and video but obviously tagged with the type of violation and geolocation. In any case, you wait for the reaction of the competent law enforcement authorities in the blue stream.
